The purpose of the EURIS Observatory is to pick and choose articles from the news that refer to the accountability/responsibility or liability of the EU and highlight in simple terms whether references to the Union are appropriate or not and who is responsible for specific actions.
The idea is to highlight where the Union has competences and bears the ensuing responsibility for the actions and inactions, and where the Union is unjustifiably expected to act, as these are areas where member-states must act. It will also showcase how states might be trying to shift the blame to the Union for their insufficiencies.
